Later it was discovered there was widespread corruption within the police unit. This is a story connected to the Rampart scandal from 1998-2000. A Medal of Valor gang cop who became the very thing he was hired to stop. Ruben spent 16 years of an 18 year prison sentence incarcerated. This is Ruben Palomares story...
